I cleared the browsing history and cleared everything and it was as simple as that. To solve that I usually press the Windows key or do an ALT-TAB. when a solution is found. If this helps anyone else just let me know. additional hints

I do not use Vista, but it seems odd that only Firefox should make the Vista taskbar disappear. And what better way to make my own hotkey? We’ve also seen some other issues—for instance, the Outlook reminders window will keep the taskbar open. So.. It did remove the ballons, but the taskbar still popped up whenever a ballon was supposed to show up. When you have easily learned to do this process, you'll be able restore your taskbar back to normal again in no time! There is a script called RunAndHide.ahk, available from www.donationcoders.com.
