I spent a fair amount of time trying to resolve this problem for myself, digging through plenty of irrelevant articles before I found what I was looking for. It must be kept held down through the entire process. Sometimes deleting the pairing and re-pairing with the mouse works, however most of the time it doesn't. Tried everything, searched every nook and corner of the interwebs and couldn't find a solution.
Maybe your keys aren’t doing anything. Totally worked to allow me to pair with my Mac after my keyboard was paired with my apple TV. Loading... mouse behaving normally again.
