If you go to your "devices and printers" window (under Control Panel > Hardware and sound > Devices and printers) you should still see the Belkin adapter icon with an exclamation How To Install Belkin Wireless Usb Adapter Without Cd Doing a System Restore may solve the problem if it only happened recently.
