Global themes are like page themes in that they include property settings, style sheet settings, and graphics. eventually Ctrl-F5 forced reload of css and it worked! or I can add the css file to the App_Themes/Theme1 folder and give "App_Themes" to location path in my web.config. Also, do you have styles defined in the head section of the page under the style tag?
